The Telemetry & Telecommand Packet Utilization standard provides a standardization for the application process layer found in ESA's 'Packet Telecommand Standard' and 'Packet Telemetry Standard'.

The primary objective of the standard is to define an operational model for the spacecraft:

Operation of the spacecraft is based on a collection of service providers (application processes) and service users (control centers).
Each service provider provides a collection of Packet Utilization Standard services.
A service is invoked through a service request (telecommand source packet) which will result in generation of zero or more service reports (telemetry source packets).

Each of the service types defined in the standard has associated a collection of formats for telecommand source packets and telemetry source packets. These definitions are however adaptable to the specific missions with respect of presence or absence of optional fields, and specific field representations.

The following list contains all the packet utilization standard services supported by the OBOSS-III reusable software. Supported sub-services and source packet formats prescribed by the implementation is presented at the individual pages associated to the services.
